assumed you meant "....using the IT-11?..."

If using the IT-11, connect your electrolytic cap to the two right hand 
posts. Red goes to the positive lead of your capacitor, and black 
goes to negative.

Set the TYPE switch to ELECTROLYTIC

Rotate the range switch to that range of capacitance in which you 
expect to find your capacitor.

Adjust  the BALANCE and POWER FACTOR knobs, and, if 
necessary the RANGE switch, until the eye tube shows widest 
opening.

IFF, the eye ONLY opens at the HIGH end of the expected range 
the capacitor is shorted. 

IFF the eye ONLY opens at the LOW end of the correct range, it is 
open.

If either of these occur, there is no need to go further.
