That sounds to me as though you have no bias on the finals when NOT in 
the "TUNE" mode.
I'd look at the complete bias and grid circuits asap.
I assume that rig uses blocked-grid keying? If so, when the key is down, 
perhaps ALL the bias is being shorted out somehow, leaving the finals with 
no grid bias whatever. Perhaps all bias is being "keyed off" , and not just the 
blocking bias.
