Doug,
Just set a goal of checking 1 tube's voltages, resistances and associated tube pin components per day, then fix deficiencies then and there. Concentrate on the plate, cathode and screen resistors. Of course, this assumes the power supply voltages have been corrected and the fuse is correct. Use a variac for the first power-up, while ensuring the supply voltages stay somewhat linear up to the rated values at 120 vac. A fuse should not open for the first 50% of voltage increase unless a transformer winding or filter capacitor is totally shorted.
I forget how many tubes are in the Shawnee, but you may have it up and running within 15 days!

I managed to obtain some really nice braided fishing line and used that to
re-string the tx and rx dials. It worked very well.
However, I just discovered a whole lot more problems. While carrying out
the preliminary ohmeter checks, I found just over half of the checks turned
up incorrect values. So, I've obviously got a lot greater issues to deal
with than dial string.
I think I'll put the project aside for a while and re-visit it at a later
date.
