Resistance readings can also be off (low) if they are paralleled with other resistors in circuit. A check of the schematic should show any parallel components. Capacitors can show leaky if they are paralleled somewhere in the circuit with a resistor.  If you find a reading not what you think it should be you might lift one lead out of the circuit and recheck.
