[Heath] DX-60 Question

I have a DX-60 that I refurbished a few years ago but never put on the air.  Put it on the bench in preparation for Straight Key Night.  I have it paired with a VF-1 that has been modified for grid block keying to be compatible with the DX-60.
With the rig in the in the CW position, key up, I am reading between 15 and 20 mils resting plate current.  Just for kicks I switched in a crystal and the plate current dropped to 5 mils resting.  Is this considered normal.
