Hello, Mike:

I have a spare HW-101 VFO and have "clip-leaded" it into the circuit.

I also checked the voltages before I began this exercise, and replaced the tube with a new 
one. I also checked the output with my scope, and the output IS failing.

The spare VFO works perfectly.

I am convinced that the transistor in the bad VFO is defective.

I'll remove the non-working VFO today and do some further tests.
