after checking the diodes and caps for shorts and polarity to make sure they 
are correctly installed, use a VOM (power off, AC plug removed from mains) to 
check resistance from + terminals of C-39 & C-40 to ground (chassis)..You 
should see the caps charging to a couple meg ohms..
