Actually, what is now referred to as "SSB" was more accurately called, in the 1940s and into the early 1950s, SSSC which means "single sideband suppressed carrier".  Transmitting a signal with a carrier but with only 1-sideband, IS, technically, "SSB".  It is just the fact that, in today's slang, the vast majority of people think in terms of the old "SSSC" and do not realize that the carrier can definitely be present.

Transmitters like the Collins KWS-1, when in the "AM" mode, actually do transmit with a single sideband with carrier and, again technically, transmit SSB.
