You might want to look at the Elgato Turbo264 HD.  Used with a Mac Mini, 
Elgato Video Capture

  and Quicktime Broadcaster, you can build an encoder for under $1K.

The Turbo264 HD will live-encode SD (but not HD).  There is an SD 
version of the Turbo264, but it has some issues when live encoding. 
Specifically, about 7 seconds after the player is first started, the 
audio will drop out for about 10 seconds.
