You need IP-to-Analog IRD. There's plenty of them for cable operators.
We're using a universal one in Europe that has IP (mcast/unicast),
DVB-S/S2, DVB-T, DVB-C input and PAL modulated NICAM, DVB-C, DVB-T, IP
output. I/O are selectable some of them can be used at the same time.
The video decoder can handle HD/SD - MPEG-2/AVC and HD to SD
downconversion
If you need just a box then your looking for your version of EdgePAL,
which sports GigE (multiple) input and several analog outputs - from 12
to 36 in 1RU.
