[j-nsp] Juniper M40 ARP Timeout

We are currently experiencing a problem with trying to change the arp
timeout values on our Juniper M40 routers. The manual states that the arp
timeout is 20 minutes and that this cannot be changed. However, we are
having problems with 2 servers which are configured to failover from one to
the other in a failure scenario. Because the arp cache is caching the IP to
MAC address information for 20 minutes, we cannot contact the second server
when it comes up to replace the first server.

Does anyone know of a way round this on the Junipers??
