[j-nsp] policy-statement from local-pref/metric range

As long as wish-list features are being discussed, I would sure like the
ability to match in policy-statements based on a range of values for
things like local-preference or metrics. I am a big MED guy, and this
would allow me to tweak my local-preference based on received MED in my
BGP import policies.
