Hi Joe,
Seeing your configuration, I am finding that you have not sent "commit"
after making t3-options as 'no-cbit-parity'.
The T3 interface is still working in C-Bit parity mode.
Your config:
t1-0/3/0:0 {
keepalives;
clocking external;
encapsulation cisco-hdlc;
t3-options {
loop-timing;
no-cbit-parity;
And what interface is showing:
show interfaces t1-0/3/0:0 extensive

Please "commit" the config to make it effective on interfaces.
Juniper router gives flexibility to edit your config without disturbing
the live traffic and thus you need to send commit once you are satisfied
with the configuration.
JUNOS is smarter than Cisco's IOS..:-)
