Can use CCC cross connects to perform grooming on CT3 circuits?

For example, If I have CT3's from three different telco providers, can I
have a fourth CT3 (going to a customer, for example) where I map arbitrary
DS1's from the telco DS3's to the customer DS3?

Will this preserve/propogate DS1 alarms ?
