Just for the record/archive, this was caused by a filter that was updated
(and applied) over a month ago to filter traffic to the portmasters. In
retrospect, I can see how the filter broke OSPF but not sure why it took
over a month to start working though.
Most odd.
Thanks to all those who got in touch with suggestions and to the JTAC for
resolving it.
