[j-nsp] 4CHDS3 and M40, T1 interfaces won't come up

I saw mention of something in the 4.4R3 release notes that looked similar
to what we were seeing.  The PR number it refers to doesn't appear to be
in the PR database, though.

    Interfaces and Chassis
    * On channelized PICs, the user interface and routing layers might have 
      recognized an interface as down, even though the lower layers of the

I don't understand what is meant by "flag day" in this context.  Perhaps
our JunOS installation is incomplete?  I've noticed ssh is missing.
