[j-nsp] 4CHDS3 and M40, T1 interfaces won't come up

If this is the bug causing your then you need to upgrade.  If you do  
not have a contract your vendor may be able to help.

You should really try to get an upgrade as this version of software is  
not just a little out of date its ancient -  6.3 is the present  
release.  A flag day means that versions of each package need to be  
updated therefore upgrading just chassisd or rpd would create a version  
mismatch between modules, hence the need to do a full upgrade/
