[j-nsp] PIC hotswappable?

Not sure where the disagreement is. The question related to hot-swap on an
M5. An M5 != an M20.

Hot swap PIC on M5/M10 = yes

Hot swap PIC on M20/M40 = No.

As I understand, the M40 is EOL, so the M20 is the *only* platform currently
supported that does not support hot-swap PICs.

The M40e is not an M40. The M40e does support PIC hot swap.
