[j-nsp] PIC hotswappable?

The explanation below is correct.  Harry's comment was referencing the
legacy M40 platform, not the currently shipping M40e which does support
pic hot-swap.  The only current platform that does not support pic hot
swap is the M20.  Thanks.

I was told that the M20 is not hot swappable (need to remove the FPC)
whereas the M40e is totally hot-swappable.  That was by a Juniper SE 2
days ago.  Who is right?
