junos will refrain from installing a route such that it will cause a
resolution loop.

if a candidate route is more (or equal) specific than one of the
routes that you are trying to use to resolve it then the route
resolution algoritm considers that the route may cause a loop and
refuse to install it.

This means that the result does depend on the contents of your routing
table and order of arrival of routes... however, without having the
output of show route extensive i can't really say if the systems that
you are refering to are working as expected.
