Maybe it's for doing stuff like Cisco's 6PE -- tunneling v6 over v4 
instead of putting it directly on top of MPLS? (And not actually doing 
v6-on-MPLS but rather v6-on-v4-over-MPLS.)

(I have no idea myself...:)
