Answer to question #1

MED (metric-out) can be set at protocols, group or neighbor level

Set protocols bgp metric-out ?
Set protocols bgp group <group-name> metric-out ?
Set protocols bgp group <group-name> neighbor <address> metric-out ?

Default MED is 0, lower the MED better it is.

But MED is only for inbound path selection.
