[j-nsp] Missing routes in bgp.l3vpn.0 table

Hi,

Does client1 not receive them or does it receive them, but they are
hidden?  Common cause of the latter would be that client1 doesn't have a
"usable" next-hop to the RR (no LSP, etc...).
