In all cases where we've seen the need to use this knob, the peer would
complain immediately (via a NOTIFICATION/CEASE message) that our UPDATE
was invalid.

There was only a short period of time, a couple years or so ago, when
this knob was needed.  No current code from the other-router-company
needs it today.
