more explicit detail:

what we have is
  o a couple of border routers, one m5 running 7.0R2.7, one
    7206, and a procket in the middle with no external
    connectivity 
  o a couple of managed switches, no vlans or anything fancy
  o a number of servers on those switches
  o two other 'routers' behind the switches, one a 1750 for
    voip, the other a 2511 oob serial craft port hack, but
    they're not doing any routing

when a server goes down, the other servers see a 200k inbound
traffic increase.  when the server comes back up, traffic to
the other servers go back to normal.

but the two small ciscos see no change.

nothing in /var/log/messages on the m5

i appended an mrtg showing one long outage followed by a
shorter one (for a system upgrade on the box that had the
first outage).

yesterday, it appeared to be arps from the m5.  maybe today
we'll be able to trap some packets.
