Hi Tariq,
Not sure what you're getting at. The command you reference displays the banner at login for me. See below:

Provided below is the configuration:

The command 'set system log message "MESSAGE"' creates a banner that is displayed after a login.
In the Cisco world this is called the EXEC banner. There is another banner called the MOTD which shows up before the user login prompt. Is there an equivalent in JunOS?
