I would try setting your partition type to ct1 and configuring all 24
timeslots for each T1 (Just like Jeff Richmond posted earlier). If
that doesn't work then I'd recommend that you open a ticket with JTAC
to make sure you're not hitting a bug of some kind.

Also, have you tried resetting the mux?
