[j-nsp] routing engine goes away

Hi Kathy,

Can't recall any bug when configuring this - what are the messages in
syslog ? Is the routing process (rpd) thrashing ? The logs are
normally quite useful at giving reasons for an rpd thrashing.

You normally see these messages on the backup RE only ..

kl> # run show ospf neighbor
kl> error: the routing subsystem is not running
