Hmm, without a bit more to go on, I'm stuck :-/ What is the IGP used on
that virtual-router. Are you importing those static routes into the
routing table used for RPF? I've got to admit I've never tried running
multicast on a virtual-router but I doubt it's much different from
running it on the default routing-instance.
There are some great examples of configuring Multicast in Brian Edwards'
book "Interdomain Multicast Routing".
