You may want to recheck your Cisco information. It's been quite a 
while since "ip route-cache flow" had anything to do with the actual
*forwarding* of a packet. Thus it doesn't really make sense to say
that Cisco routers in general are flow-based.

If you want something which *really* is flow-based, have a look for
instance at the L3 part of Riverstone switches.
