[j-nsp] PBR inside of instance VRF

How did the your VRF at PE resolved 1.1.1.1 in the first
place to establish the session ??

If the local VRF resolved 1.1.1.1 ....the other
routers behind the other VRFs in the VPN should have
it as reachable ??
