When in doubt, ask yourself "what does this mean to FreeBSD?". Interrupt 
CPU is time spent in interrupt level in the RE JunOS kernel. For example, 
processing ethernet frames from the fxp0 (management interface) and fxp1 
(internal PFE-facing interface) counts towards interrupt cpu usage.
