What about Unicast?

Interesting. I do not want to say this is not true,but... Who told you this? I guess JNPR use standard CHIP for handle such low level Ethernet operation, but no sure.
Do you try "flow-controll" under [edit interfaces interface-name gigether-options] ?

If unicast traffic of same load is fine then this is not interframe gape issue but rather nortel performance issue...
