Scott,

You may already be doing this, but you can also setup syslogging to 
capture all interactive cli commands.  While this isn't quite RADIUS 
type accounting, you can still track all the commands users input on the 
routers.

syslog {
    file cli {
        interactive-commands any;
    }
}
