[j-nsp] Juniper PSN-2005-06-003 workaround/resolution available in?

The workaround/resolution doesn't work in 7.1R1.3 so I was curios where it 
shows up exactly?

The PSN itself seems a bit 'confused' as one point it mentions 
no-tcp-rfc1323, and another no-tcp-rfc-1323-paws, neither works.  TIA
