[j-nsp] OSPF route flapping

Who is 192.168.2.54  and 0.164.219.227? The trace makes it seem that 192.168.2.54 is flushing the LSA. I suggest you also add lsa tracing, and if not already doing so, trace at 192.168.2.54.
