[j-nsp] Commit error

Having a problem with an M20 and 2 installed RE-2048's
It seems I can make changes to and commit changes to
the RE-0 routing engine. If I make the RE-1 the master
and try to commit any changes, I get these errors.

root# commit
error: failed to rebuild passwd database for
/etc/master.passwd
error: foreign reconfiguration failed

If I change the routing engines to opposite slots, the
error always happens in slot 1. Does this mean I have
a bad chassis?
Any hints?
