[j-nsp] cRTP between Juniper M40e(PE) & Cisco (CPE's)

Hi,

 for cRTP, you'll need an AS-PIC (or AS-PIC II which only differs by
supported throughput) and JunOS higher than 7.1, if I'm not mistaken.
