[j-nsp] about ARP

[zeng watchthinker]

It is not only packet drop, but also link flapping.After peer box reboot, 
seems packet lost is better(from 60% drop to 5~10% drop). Error frames is 
not much (2 hours only 7 frame error). Wondering if it is peer's problem 
but can not confirm.
