[j-nsp] high load

Hello,

I am surprised I can see a unusual high load on a M7i.
The router is running 7.1R1.3

In order to make sure nothing goes bad
* I disabled sampling
* disabled all bgp logging

rpd can take more than 50% of the CPU and from my understanding of what
it does it should not !

Last time I checked the load was around 0.1 so I am wondering if I
should investigate the matter further.
