You need to define forwarding classes, i.e., assign a name to the queue
number.  Forwarding class names represent the queues.  You then refer to
these forwarding classes (queues) in the rest of the COS config as you
have done.

class-of-service {
    forwarding-classes {
        queue 0 best-effort;
        queue 1 assured-forwarding; <- or which ever queue number you
want to use.
        queue 3 network-control; <- this is for routing control traffic,
might want to define it as well along with its BW and priority
    }
}
