[j-nsp] ERX ATM traffic shaping parameters

Hi All, 
I apologize in advance if this isn't the right forum for ERX questions (and
if not, could someone direct me towards the appropriate newsgroup?). 
When you configure an ATM VC you have the ability to include TS parameters
for peak, avg and burst as below
atm pvc 114 0 114 aal5snap 60000 60000 1

My question is (and I've been looking through all the ERX pdfs I could get),
are these parameters for egress only, or for ingress and egress?
Also, is it possible to configure the ERX to trigger an alarm/trap when rate
limiting commences?
