With IQ GigE PICs you can definitely rewrite the outer VLAN tag.

We use this a lot - receive dual tagged frames, pop the outer VLAN
tag, transport the frame across an MPLS core (through a Martini
tunnel), push a different out VLAN tag on egress. Works great.
