There is a doc PR filed already. Shipped in 7.1, Basically provides a
short reoptimize timer on primary down, say around 3 minutes. Helps move
things back to a restored primary faster. To guard against flaps, only
one smart optimize per hour. Disable with a value of 0 at the global
mpls level.
