 It may be that you've been hit by PR68313. Its synopsis is "cfeb
 isn't restarted after losing connection to chassisd; fails to
 switchover". According to the PR (and I if read it right), the
 problem hasn't been fixed, yet. At least not in any officially
 released JUNOS.
