Sounds oright. What happens during an outage? Is the interface hard down?

And what happens just before, do you have any stats from the interfaces 
such as Errors, Drops, Framing errors ?

Do you have spare interfaces or optics that you can try and see if the 
problem follows any of them? Obvious troubleshooting really.
