As of 8.1, we're still seeing the same symptom on all of our E1s. The link
would indicate it is physically up, but the loop-detected link flag simply
refuses to go. It happens when PPP is configured but we haven't had many
HDLC deployment to indicate this is a PPP-only problem.

We had this problem with t1- interfaces off of a P-2MCDS3 PIC.  We had to
change the encapsulation to cisco-hdlc then back to PPP before it would
clear.  I think it was something they fixed in later releases, but not
positive.  We had the problem when we were on 6.2, and now we're on 7.3 and
I don't notice it anymore.
