Hi,

I'm suspecting the following :

Before the installation of the flash disk the system config running at the
HDD.
At the reboot there is no JUNOS and system config at the flash disk because
you have not start a "request system snapshot" before.
For this reason the reboot order  external flash (empty) -> internal flash
-> HDD goes to HDD as long as any  something usable to find at internal
flash.

But system snapshot means a snapshot of the flash disk content to the HDD
but no synchronization between flash and HDD in both directions :-( ...
I'm uncertain ...
