[j-nsp] Bad RSVP msg type between J2300/7206VXR

It was on list in the past , iirc. It's about IOS which doesn't understand 
RSVP Hello messages
( it's implemented imho in recent S and XR ) , so either live with it ( it 
doesn't hurt ) or disable
hello on Juniper side by issuing
