The problem could be that Cisco CE routers are sending out F5 OAM cells which are NOT AAAL5-encapsulated and therefore cannot get through. The result is the ATM (sub)interface on CE boxes being DOWN
and not capable of sending anything. In cell-relay mode all cells are getting through and IP/MPLS link works.
